Some Home Truths About Odd-Even Formula

I know that this post does not concern the country but despite it being so localized it still merits mention on this platform.

 

We can unabashedly say that the program was a success. A feather in Kejriwal cap; a wake-up call for the people of Delhi; an implicit need to find permanent solutions to the problem; And a possible kindly look of the public towards any government effort to this end. We may say it was a great PR exercise and not a Clean Delhi Air Campaign. Maybe this would stand out as Kejriwal and his government’s biggest gift to Delhi in their entire tenure.

 

But some home truths about OE program need mention here. 

 

1.    Car owners got an experience which they will be prepared for in next phase of OE campaign. Preparations are already afoot to beat this experiment next time when it happens. It would be prudent for Kejriwal to announce another 15-day odd even formula immediately because even a month of time lapse will enable almost all Delhites to defy the ban with impunity. The implementation of the OE formula was also a lesson to the commuters and car owners too. They have found out what havoc this restriction can cause to their schedule, their work, their freedom to move and they will be ready. 

 

2.    The government got an idea that the easiest way to decongest the roads of Delhi is to ban half of them every day. If that is the only solution then we can definitely see a rise in car sales both old and new; the rise in premium for registration number of your choice – odd or even; the further rise in numbers of taxi and auto for commuting; More exchange of cars on different days between people of Delhi and NCR; A fool proof proxy system of allowing cars to ply on the roads for an illegal fee; More conversions to CNG kits for the only purpose of getting a CNG certificate;

 

3.    Congestion and pollution are two different things. Are we happy at reduced congestion or reduction of pollution? If people of Delhi like the ban because of less congestion (as full impact of OE program on pollution will take some time to come) then will they prefer not having any cars on the roads at all?

 

4.    The fact that there were several steps which could have been taken to reduce this environmental crisis in Delhi why was it done for only cars.

 

a. Car owners are not in Kejriwal's constituency. If power-tariff and free water were Kejriwal’s winning plank then he should not have any qualms in banning cars. And he can do it again.

 

b. For the same reasons, two-wheelers were not banned despite having a major share in pollution. They were exempted from the ban for two reasons they were the Kejriwal’s constituency and they would have caused a major overload on the already inadequate public transport.
